Ask Me Anything: Exploring Taiwan’s Assurance Landscape

Demand for sustainability assurance in Taiwan is rising, even as assurance of most sustainability information remains voluntary. Shifting stakeholder expectations, sharper investor scrutiny, and new directions of regulation are turning assurance into a market expectation rather than a compliance exercise.
In this edition, our Ask Me Anything Provider Series examines how sustainability assurance is progressing in Taiwan. AccountAbility spoke with four of our Licensed Assurance Providers, SGS, TUV Nord, AFNOR Asia, and BSI Taiwan, to understand how they use the AA1000 Assurance Standard v3 (AA1000AS v3) to add value, improve sustainability maturity, and build readiness for future regulatory requirements.
Three themes emerged:
- Demand for sustainability assurance in Taiwan is growing, despite there being limited mandates.
- The AA1000AS v3 meets that demand by assessing the information an organization reports, alongside the governance and management processes behind it.
- The AA1000AS v3 supports both mandated Greenhouse Gas (GHG) disclosures and voluntary sustainability assurance.
Demand for Sustainability Assurance is Increasing in Taiwan
Outside of the mandated verification of GHG emissions, external assurance of sustainability information in Taiwan remains largely voluntary.
Demand is nonetheless growing, and our providers attributed this to three key drivers:
- Stakeholder expectations: Stakeholders, including governments, customers, business leaders, and investors expect transparency, completeness, and credibility in corporate sustainability disclosures. SGS explained that stakeholders want to understand how companies adapt to different scenarios, respond effectively to disruption, and maintain business continuity. Assurance provides an organization with a credible way to evidence that resilience.
- Investor scrutiny: Investors now assess portfolios on more than just financial and operational performance. SGS observed that assurance enables organizations to demonstrate to investors that they can identify and respond to risks and opportunities associated with environmental issues, climate change, health and safety, and other sustainability matters.
- Regulatory direction: Taiwan’s disclosure landscape is moving quickly. TUV Nord pointed to the Financial Supervisory Commission (FSC) and its Roadmap for Listed Companies to Align with the IFRS Disclosures as evidence of where requirements are heading. Organizations that obtain assurance now build readiness ahead of any mandate and can demonstrate this to investors, customers, supply chain partners, rating organizations, and other stakeholders.
AccountAbility sees the same pattern. Clients and stakeholders increasingly approach us to understand how the AA1000AS v3 supports compliance that already applies to them. They are often surprised to find that the greater value lies elsewhere: in building readiness, stakeholder trust, and organizational maturity. For example, research by CSRHub noted that use of the AA1000AS v3 resulted in a 5.9-point increase in a company’s ESG rating score, which was 1.4 points over non-reporters. These conversations reposition sustainability assurance as a driver of value, rather than a compliance mechanism.
The AA1000AS v3 Meets this Demand
What the AA1000AS v3 provides answers that demand directly: it shows organizations where its approach is strong and where it could be strengthened. All four providers pointed to three mechanisms through which it does so:
- Assessing current maturity: SGS noted that assessing an organization against the AccountAbility Principles of Inclusivity, Materiality, Responsiveness, and Impact, assesses an organization’s approach and identifies where it can be strengthened.
- Building preparedness for sustainability disclosures: TUV Nord and BSI Taiwan noted that the AA1000AS v3 strengthens the quality, robustness, and credibility of the decision-making process. It also embeds governance, materiality, and stakeholder engagement into an organization’s day-to-day operations. Sustainability then becomes a year-round rather than a one-off, which reduces risk, improves efficiency, and builds trust.
- Enabling one consistent approach across frameworks: ANFOR Asia and SGS noted that the AA1000AS v3 is compatible with and supports a range of sustainability disclosure frameworks, international standards, and external rating requirements. Organizations can therefore avoid duplicating reporting efforts and apply one consistent approach, which strengthens the credibility of their sustainability management and reporting.
Taken together, these mechanisms explain what sets the AA1000AS v3 apart. It verifies whether the sustainability information being reported is reliable and of high quality. It also examines whether the organization’s sustainability management, performance, and reporting practices are robust. Other sustainability assurance standards in the market, such as the ISAE3000, ISSA 5000, or ISO-14064-3, address only on the reliability of the reported information.
A Twofold Value: Mandated & Voluntary Assurance
Taiwan’s market is distinctive because two conditions apply: assurance of broader sustainability information is voluntary, while the assurance of GHG emissions is mandatory.
Mandated GHG assurance rests on a rigorous framework for the quantification, disclosure and verification of emissions, set under the TWSAE 3410 and ISO-14064. That framework is deliberately narrow as it addresses the validity of the emissions data without examining the governance and processes around it.
This narrow scope leaves a gap for organizations that want to understand and improve the management and processes behind that data. The AA1000AS v3 fills this gap. BSI Taiwan has seen that the AA1000AS v3 is used in precisely this way for Taiwan’s GHG emissions reporting: to examine how climate information connects with governance, materiality, and stakeholder needs, beyond just verifying the data alone. SGS noted the same value in that expanded perspective. BSI Taiwan characterized the result as a demonstrable shift from “passive compliance to stronger climate governance”.
The same logic drives the voluntary market. SGS noted that the AA1000AS v3 “can also help organisations identify risks and opportunities at an earlier stage, enhance the credibility of their disclosures, build stakeholder trust and improve their sustainability maturity through continuous improvement. In addition, it enables organisations to prepare proactively for future regulatory requirements and the evolving expectations of customers, investors and international markets.”
